In this version, the Excess_ERis calculated based on ExcessFairShareand overload factor z. As the network reaches steady state, the overload will become one and the Excess_ERwill converge to the required fairshare. In this algorithm, the End_of_Interval_Accounting()is the same as in the previous algorithm (algorithm A).
